■.本周稀土市場(chǎng)金屬價(jià)格都有小幅上漲。亞洲金屬網(wǎng)價(jià)格:鐠釹金屬329-334元/KG，鏑鐵合金價(jià)格1240-1270元/KG，鋱金屬價(jià)格3020-3120元/KG。

This week the price of rare earth metal has a slight increase. Prices from Asian Metal at weekend present: PrNd: 329-334RMB/KG, DyFe: 1240-1270RMB/KG, Tb Metal: 3020-3120RMB/KG.

2.業(yè)內(nèi)人士分析Analysis of Professional Insiders

受稀土商儲(chǔ)影響，4月18日，稀土主流品種價(jià)格出現(xiàn)不同程度上漲，氧化鐠釹含稅報(bào)價(jià)漲至26萬(wàn)元/噸以上。氧化鏑詢盤大幅增加，多數(shù)商家持貨觀望不出，報(bào)價(jià)已經(jīng)上調(diào)到120萬(wàn)元/噸；氧化鋱報(bào)價(jià)也已升至230萬(wàn)元/噸。

Affected by the rare earth commercial storage, prices of main kinds of rare earth rise in varying degrees, the tax-included price of PrNd oxide was increasing to over 260,000 RMB/ton. Also enquiries of Dy oxide was largely increased, most of sellers hold their stock to wait and see, the price has increased to 1,200,000 RMB/ton; price of Tb oxide has increased to 2,300,000 RMB/ton.

從中國(guó)稀土網(wǎng)站獲悉，國(guó)家發(fā)展改革委日前會(huì)同有關(guān)部門召開(kāi)稀土企業(yè)商業(yè)儲(chǔ)備動(dòng)員大會(huì)，由稀土企業(yè)集團(tuán)自發(fā)開(kāi)展的稀土商業(yè)儲(chǔ)備正式啟動(dòng)。這標(biāo)志著稀土行業(yè)企業(yè)層面的供給側(cè)結(jié)構(gòu)性改革進(jìn)入實(shí)質(zhì)性攻堅(jiān)階段。據(jù)了解，國(guó)家層面的相關(guān)改革措施短期內(nèi)也將付諸實(shí)施。

According to information from the website of China Rare Earth, National Development and Reform Commission recently hold a meeting with relevant departments about commercial reserve of rare earth enterprises, the rare earth commercial reserve which carried out by rare earth groups spontaneously has officially launched. This means the supply side reform of rare earth industry has entered a substantive stage. It is understood that relevant reform measures from national level will be implemented in the short term.

記者從業(yè)內(nèi)人士處獲悉，參與此次商儲(chǔ)的稀土企業(yè)包括中色股份以及北方稀土、中鋁公司、廈門鎢業(yè)、中國(guó)五礦、廣東稀土、南方稀土六大稀土企業(yè)集團(tuán)，但具體收儲(chǔ)量目前尚未知。

Reporters has got info from industry insiders that rare earth enterprises participated in the commercial storage include China NFC, China Northern Rare Earth, Aluminum Corporation of China, Xiamen Tungsten, China Minmetals, Guangdong Rare Earth Group, China Southern Rare Earth, however, specific storage volume is still unknown.

會(huì)議明確了稀土商業(yè)儲(chǔ)備的原則、配套措施、實(shí)施主體、運(yùn)行模式、具體方案和進(jìn)程。雖然此次收儲(chǔ)為企業(yè)自發(fā)開(kāi)展，但由國(guó)家倡導(dǎo)，以稀土行業(yè)供給側(cè)結(jié)構(gòu)性改革為重要目標(biāo)，是稀土戰(zhàn)略儲(chǔ)備體系建設(shè)的重要組成部分。

The meeting mapped out the principles, supporting measures, practical subject, the operation mode, the specific program and process of rare earth commercial reserves. Although the storage was carried out spontaneously by enterprises themselves, but it is an important part of the system construction of rare earth strategic reserve, because it was initiated by the government, and with rare earth industry supply side structural reform as its important goal.

中國(guó)稀土學(xué)會(huì)副秘書(shū)長(zhǎng)張安文在接受上證報(bào)記者采訪時(shí)表示：“商業(yè)收儲(chǔ)作為國(guó)家收儲(chǔ)的重要補(bǔ)充，對(duì)行業(yè)目前產(chǎn)大于求的現(xiàn)狀是一種有效緩解手段。僅靠商業(yè)儲(chǔ)備一種手段對(duì)行業(yè)的影響并不大，關(guān)鍵要配合多重政策，比如總量控制、打黑等結(jié)合開(kāi)展，多管齊下打出政策組合拳，才會(huì)對(duì)行業(yè)有穩(wěn)定甚至回升價(jià)格的作用。"

Zhang Anwen, Deputy Secretary-General of China Rare Earth Association said when interviewed by reporters of Shanghai Securities News “as an important supplement to the national rare earth storage, commercial storage can effectively alleviate the current situation of overcapacity. And there won't be big effect on the industry only we only reply on the rare earth commercial storage, the key is to use multiple policies, such as total quantity control as well as the crackdown on illegal mining. Only by multi-pronged policy, can we make the rare earth prices stable and even rise."
